If a UI mod does not appear to be included when using UIO, check that it has a " UIO support file" under "Data\uio\public\". It will dynamically merge the XML files it knows about together into the designated menu each time the game is launched (by virtue of already knowing about them or via an added " UIO support file") into a combined "User Interface" and restores them to their original state when the game is closed.
